SHORT ANSWER

A secured-loan file has four parts: personal legal documents, evidence of repayment capacity, the capital use plan, and the collateral documents. Sao Việt prepares the file; the bank decides.

What a secured loan file is

A vay thế chấp (a secured loan) is a loan backed by collateral. The borrower offers their land use right or home ownership right as security, and the certificate that proves it is commonly called a sổ đỏ or a sổ hồng.

Tư Vấn Sao Việt is not a credit institution. What we do is prepare, standardise and follow the file until the bank has finished with it. The decision to lend, the conditions and the timing belong to the bank.

This article is about the file: which documents are needed, which ones are usually missing, and what can be checked before it is submitted.

The documents to prepare

A secured loan file usually falls into four groups.

Personal legal documents: a valid CCCD (the Vietnamese citizen identity card) or passport; the giấy xác nhận thông tin cư trú (the residence information confirmation); and a marriage certificate or a certificate of single status.

Evidence of repayment capacity: an employment contract and salary statements for an employee; lease agreements or revenue records for a hộ kinh doanh (a household business); financial statements, tax returns and bank statements for a company.

The phương án sử dụng vốn (the capital use plan): a sale contract, a repair estimate or a business plan, according to the purpose of the loan.

The collateral documents: the certificate of land use rights and ownership of housing and other assets attached to the land, in the name of the borrower or of whoever agrees to put up their asset as security.

Every bank has its own forms and may ask for more. The list above is the common part; it does not replace the list of documents the bank gives for a particular case.

Checking CIC before you file

CIC is the Trung tâm Thông tin tín dụng quốc gia Việt Nam (the National Credit Information Centre of Vietnam). A borrower's credit history is held there, and every bank looks it up before it considers a file.

We check CIC at the first meeting. If the credit history shows the file is unlikely to be considered, we say so straight away rather than taking it on and leaving the client waiting.

This is also why filing in several places at once is a bad idea: every search leaves a trace on the credit record.

The conditions and the numbers belong to the bank

We do not publish lending conditions, and that is deliberate. The approval criteria, the proportion lent against the value of the asset, the term and the cost of the money are set by each bank, and they change from period to period and from file to file.

A number published here today may no longer hold on the day the client walks in, and the client would then arrive with the wrong expectation. That information has to come from the bank, at the moment of filing.

What we control is the file: complete, on the right forms, consistent between documents, at the first submission.

How the collateral is appraised

Once the file is accepted, the bank appraises two things: the borrower's capacity to repay, and the collateral.

The asset is valued by the bank or by a valuation firm the bank appoints. The valuation belongs to the appraiser, not to the borrower and not to us.

Our part at this stage is to have every document about the asset ready, to arrange the site visit, and to answer the questions the appraiser raises.

The process

  1. Intake and advice We listen to the need, the intended use of the funds and the state of the asset you plan to offer as security.
  2. CIC credit history check Looked up before anything else, so we know whether the file can realistically be considered.
  3. Reviewing and preparing the file Drafting, checking and ordering the four groups of documents on the forms the bank requires.
  4. Filing and following the appraisal We stay with the file while the bank assesses repayment capacity and values the collateral.
  5. Following the file to the end Supplying further documents when the bank asks, and following the file through to the bank releasing the funds.

Frequently asked questions

It depends on the bank and on the file, so we do not promise a number. What we control is a complete file, on the right forms, at the first submission.

What about a social housing apartment that already has its sổ hồng?

That is a case of its own, with extra documents and extra conditions set by the bank.
