Where do you register a business licence in Gia Lai?

Since 1 July 2025 the former Bình Định and Gia Lai provinces have been merged into a single province named Gia Lai, with its administrative centre in Quy Nhơn, under Nghị quyết 202/2025/QH15 (Resolution 202/2025 of the National Assembly). The district tier no longer exists as an intermediate level: the province now has 135 commune-level units (110 xã, communes, and 25 phường, wards) under Nghị quyết 1664/NQ-UBTVQH15 of 16 June 2025, in force since 1 July 2025.

If you are registering a company, the file goes to the Phòng Đăng ký kinh doanh (the business registration office) within Sở Tài chính tỉnh Gia Lai (the Gia Lai provincial Department of Finance). Address: 181-183 Lê Hồng Phong, Phường Quy Nhơn, tỉnh Gia Lai. Telephone: 0256.3903666. This is the body that took over enterprise registration from the former Sở Kế hoạch và Đầu tư (the Department of Planning and Investment), after that department was merged into Sở Tài chính under the new structure.

If you are registering a hộ kinh doanh (a household business), the file goes to the commune- or ward-level business registration office where the household business is based. It no longer goes to the district finance and planning office, as it did before 1 July 2025.

How many days does a business licence take?

For a company, the Giấy chứng nhận đăng ký doanh nghiệp (the enterprise registration certificate) is issued within three working days from the date a valid file is accepted.

What documents do you need to prepare?

Anyone who has a personal identification number only declares it in the file: no copy of the CCCD (the Vietnamese citizen identity card) or passport is filed unless the link to the national population database is down (article 11 of Nghị định 168/2025/NĐ-CP, Decree 168/2025). People without one, such as foreign nationals, file a copy of a valid passport.

The file also needs the application forms, the Điều lệ công ty (the company charter) and the list of members, depending on the form you are registering. The detailed content of each form by company type is outside the scope of this article; see the corresponding service page.

Business lines that need a sub-licence

Once you hold the business licence, certain regulated activities require a giấy phép con (a sector sub-licence) before you may operate:

Food and drink services: the Giấy chứng nhận cơ sở đủ điều kiện an toàn thực phẩm (food safety eligibility certificate), except for establishments outside its scope such as street food and hotel restaurants (article 12 of Nghị định 15/2018/NĐ-CP).

Transport: a licence for transport business by motor vehicle.

Travel and tour operation: a domestic or international giấy phép kinh doanh dịch vụ lữ hành (tour operator licence).

Healthcare: an operating licence for a medical examination and treatment facility, or the Giấy chứng nhận đủ điều kiện kinh doanh dược (pharmaceutical trading eligibility certificate).

Real estate: the conditions in article 9 of Luật Kinh doanh bất động sản 29/2023/QH15 (trading through an enterprise, minimum equity according to project size).

The process

1. Prepare the file Prepare the forms for the type you are registering (hộ kinh doanh or company) and the personal identification numbers of the people named on the licence.
2. File it A hộ kinh doanh files with the commune- or ward-level business registration office where it is based. A company files with the Phòng Đăng ký kinh doanh at Sở Tài chính tỉnh Gia Lai (181-183 Lê Hồng Phong, Phường Quy Nhơn).
3. Collect the result The Giấy chứng nhận đăng ký doanh nghiệp is issued within three working days. The express package can shorten this to one day, for a surcharge agreed per file.
